I don't know if this is a bug or intended behavior but it seems very wrong. The standard Wheel (Power) and Wheel (Turning) components cannot be placed on subobjects but at least the Wheel Mirror (Power) can be placed on subobjects with no issue - and is used as such in at least one existing, approved in-game design (the Land Marauder). Something is definitely wrong here; a block should not be prohibited from spinblocks when its own functionally identical mirror block is not prohibited, nor should it be necessary to jump through the hoops involved to select a Wheel Mirror (Power) in order to place Wheels on subobjects if they're intended to function on subobjects; conversely if they are not intended to function on subobjects then the mirror one functioning on them is a bug. (Which would be a shame. The Land Marauder is pretty amazing.)
