APC guidence
As a module for APCs that would only work on shells under 100mm it uses the fin stabilisers as a turning system.

Requirements

Must have at least 1 stabiliser fin body (stacking doesn't improve turning)
Must be under 100mm otherwise it becomes useless (prevents guided 500mm 8m nukes)
Can be placed anywhere on the shell
Requires a laser targeter but no setup within the laser targeter

What it does

Measurements could be replaced with time e.g. (in order) 2s, 1s, 0.5s

100mm-50mm every 250m it can turn 0.5 degrees
50mm-19mm every 250m it can turn 1.0 degrees
18mm every 250m it can turn 1.5 degrees (cause why not)

Reason larger shells are less maneuverable
Main Uses

Higher accuracy frag MG/AA (super effective against DWG)
Perfect for 100mm fast firing snipers
Better mortar accuracy (but probably not because non-spam mortars are only effective between 400mm and 500mm)
Accurate 100mm flak


Overall the idea seems a bit OP but it has massive use restrictions

How about no?

Guided shells can be made of any size.

Don't encourage spam by making spaghetti limited to small guns, that only promotes spam.

What's next? Block FRAG and Sabot to 100mm and less?

And if this were added I suspect that it would be given a minimum size to make it harder to DoS your computer with guided machine guns. (Assuming it is using target prediction--pursuit guidance would be fatal to an AA round.)

The reason for the maximum size being 100mm is because I have a 500mm
railgun turret with an inaccuracy of 0.02 and it can spam snipe so having something like that with tracking is too OP

I voted no, for the same reasons stated in the ATGM thread. I am for reworking the missile system rather than having guided warheads in APS systems, apart from size restrictions.

A better limitation than the size limitation would be a RoF limitation.
If you say that the guidance system is integrated in the firing piece, you can easily explain why it is not possible to have it guiding 100 shells simultaneously (the computer integrated in the firing piece wouldn't have enough CPU power to manage them all).
If the RoF of the gun is greatly limited, then it would make it less overpowerful, even with the increased accuracy.

In fact, I'd limit it to no more than one shell in the air at a given time (for one firing piece), maybe 2.
It would be only useful for very large shells, but it would make them far more effective while forbidding any spam.
